1 Rules 1.1 The race will be governed by the rules as defined in the Racing Rules of Sailing (2005-2008). 1.2 Racing Rules 33, 44.1, 44.3, 61.3, 62.1, 62.2, 63 and Appendix A will be changed as follows: 1.2.1 Rule 33 is changed to include identifying a government mark used to change the next leg of the course. 1.2.2 Rule 44.1 is changed to include the requirement for retirement by a yacht which has caused hard contact with another yacht. 1.2.3 Rule 44.3 will not apply. 1.2.4 Rule 61.3 and 62.2 are changed to specify a protest and redress time limit of sixty minutes. 1.2.5 Rule 62.1 is changed to allow hailing yachts subject to individual recall without fear of redress. 1.2.6 Rule 63 is changed to include allow the “Three Minute Justice” procedure in lieu of a protest committee hearing if all parties involved agree to this procedure. 1.2.7 Appendix A2 is changed to specify the number of worst scores to exclude and Appendix A9 is changed to not score boats which do not compete. 2 Notices to Competitors 2.1 Notices to competitors will be posted on the WH-15 Bulletin Board inside the lower deck of the WHYC. As a courtesy, information is provided on the club website but in case of conflict the posting at the club governs. 3 Changes to Sailing Instructions 3.1 Any change to the sailing instructions will be posted no later than 2 hours before the first warning of the day, except that any change to the schedule of races will be posted by 2000 on the day before it will take effect. 4 Signals Made Ashore 4.1 Signals made ashore will be displayed at the WHYC flag pole. 4.2 When flag “AP” is displayed ashore, “1 minute” is replaced with “not less than 45 minutes” in the race signal “AP”. 5 Schedule of Races 5.1 Cick here for the dates of racing and scheduled time of the warning for the first race of each day. The race committee intends to run two races per Saturday series race day but may run three per day to compensate for abandoned races. Notice of intent to run three races will be posted per SI 2 and 3 above. 5.2 When two or more classes of yachts will race, the race committee will determine the order of start on the course board. The order will be indicated from left to right. 5.3 When more than one race (or sequence or races, for two or more classes) will be held on the same day, the warning signal for each succeeding race will be made as soon as practicable. To alert yachts that the second race or sequence of races will begin soon, several sounds will be made at least 30 seconds before a warning signal is displayed. 5.4 A race will be abandoned or postponed if at least three yachts of a class do not come to the starting area. If three or more Wooden Herreschoff boats are present they will race as a separate class. 6 Class Flags 6.1 Class flags will be:
Class Flag WH-15 Class Flag Wooden Herreschoff Code Flag “F” 7 Racing Area 7.1 When racing yachts are prohibited form entering the following areas: 7.1.1 In Little Narragansett Bay, the area defined by N “20”, N “22” and the rock marker in the vicinity of Seal Rock 7.1.2 In Fisher’s Island Sound, the area between the Napatree jetty and the shore west of Napatree Point. 8 The Courses 8.1 The race committee shall designate the course for the race by posting the rounding marks of the course in the sequence in which they are to be passed. 8.2 The side on which each rounding mark is to be left will be indicated by the color of letter on the board, red for port and green for starboard. 8.3 Courses through Sandy Point channel from Fisher’s Island Sound to Little Narragansett Bay must leave buoys RG N “SP” to port, the Folly at the north end of Sandy Point and R “14” to starboard. If proceeding out the Sandy Point channel, leave R “14” and the Folly at the north end of Sandy Point to port and RG N “SP” to starboard. 8.4 Courses with a WHYC finish require honoring channel markers R “2”, C “1”, N “4” and C “3” at the entrance to the harbor. 9 Marks 9.1 The marks of the course will be government navigational aids and inflatable marks as specified in Addendum 1 (see table below). 9.1.1 Inflatable marks will normally be orange. Yellow marks may be used if large winds shifts occur or two different courses are being sailed by different classes. Small red buoys may be used in Little Narragansett Bay. 9.2 The starting marks will be the race committee boat at the starboard end and an inflatable mark identified as “X” in Addendum 1 (see table below). 9.3 The finishing marks will be the race committee boat and an inflatable mark identified as “X” in Addendum 1 (see table below). 9.4 The race committee may indicate alternate finishing marks by placing in black on the course board after the rounding marks: 9.4.1 “YC” to indicate a WHYC finish in accordance with SI 12.1.1 below. 9.4.2 Any mark of the course from Addendum 1 (see table below) to indicate the finishing marks are the race committee boat and that mark. 10 The Start 10.1 The starting line will be between a staff displaying an orange flag on the race committee boat and the most leeward portion of the port-end starting mark. 10.2 The race committee intends to hail sail numbers of OCS yachts using a bullhorn, the chase boat or VHF radio. Failure to use any method, failure to hear the hail, an untimely hail, failure to hail any yachts, and the order of the yachts in the hail will not be grounds for request for redress. This changes Rule 62.1 (a). 11 Change the Position of the Next Mark 11.1 To change the next leg of the course, the race committee will move the original mark (or the finishing line), put in a new inflatable mark, or designate a new government mark to bound the end of the next leg. 11.2 If a new government mark is used, it will be indicated on a small white board. This changes Rule 33. 12 The Finish 12.1 Unless otherwise indicated on the course board as indicated in SI 9.4, the finishing line will be between the staff displaying an orange flag on the race committee boat and the finishing mark “X”. 12.1.1 “YC” indicates the finish line will be at the yacht club between a staff displaying an orange flag and channel marker C “5”. 12.1.2 A government mark after the last rounding mark indicates a finish line between the staff displaying an orange flag on the race committee boat and the indicated mark. 13 Penalty System 13.1 A yacht which has caused hard contact with another yacht shall retire or be disqualified. This is a change to Rule 44.1. Hard contact is defined as contact between hard surfaces of yachts including hulls, masts, booms, standing rigging and crewmembers. 14 Time Limits 14.1 The time limit for finishing for each class will be one and one-half hours after the starting signal for that class. 14.2 The time limit for Wednesday Night races will be determined by the Principal Race Officer (PRO) based upon the sufficiency of light to safely finish the race. 15 Protests and Requests for Redress 15.1 Protest forms will be available from the WHYC office or the race committee boat when docked following the race. Protests shall be delivered there. 15.2 A yacht intending to protest will hail the race committee boat immediately after finishing. 15.3 For each class, the protest time limit is sixty minutes after the last yacht finishes the last race of the day. This changes Rules 61.3 and 62.2. 15.4 The PRO will notify competitors of hearings in which they are parties or named as witnesses within 30 minutes of the protest time limit for the last class to finish. If agreed to by the parties, Three Minute Justice Hearings under the procedures posted on the WH-15 Bulletin Board will be held at the WHYC approximately 15 minutes after this. Any required protest hearings will be scheduled as soon as possible by the PRO. 16 Scoring 16.1 A yacht which does not compete (i.e. does not come to the starting area) will not be scored. This changes Appendix A4.2 and Appendix 9. 16.2 To qualify in the Spring, July, August and Fall Series a yacht must compete in at least sixty percent of the number of races completed during that series. 16.3 To qualify for the Summer Series a yacht must compete in at least seventy percent of the number of races completed during the July and August Series. 16.4 To qualify in the Wednesday Night Series a yacht must compete in at least eight of the races which are scored through the end of August. 16.5 A yacht’s worst scores will be excluded. The number excluded will be equal to the number of races in which a yacht competed in the series minus the number required to qualify for the series as specified in SI 16.2 through 16.4. This changes Appendix A2. 17 Safety Regulations 17.1 All yachts must check-in by hailing the race committee boat prior to the warning signal for their class. 17.2 A yacht that retires from the race shall notify the race committee as soon as possible. 17.3 Spinnakers shall not be used on Wednesday Night races. 18 Safety Regulations 18.1 The race committee will monitor CH 16 for safety and may communicate with yachts on CH 72.
